PC will only start in Safe mode even when i tell it to start in normal

So the other day, i was watching a video on my computer and the entire thing just white screened and died,
Then when ever i started it, it would blue screen, then start the whole thing again,
So i re installed windows, and after i reinstalled it will now only start in safe mode, this is the start up screen, as you can see there are some mistakes in the writing.

Even when i tell it not start in safe mode it does.

So my friend talked me through resetting my motherboard bios, but it will still only start in safe mode, i have disabled it in control panel.

This is what it looks like when i unplug the harddrive and turn it on, so it isnt a problem with my HD, so i was wondering if i could reset my motherboard to factory defaults, my motherboard is an asrock 970DE3/U3S3

Yes, you should be able to reset the bios for the motherboard to defaults. But to do that you need to get into the bios and find the section that has reset to defaults button.

I have gone into the motherboard settings on the start up and told it to reset to defaults and still wont work.
