High CPU Usage after Errored System Restore

Intro:
Hello, I recently did a system restore on my Windows 7 which resulted in saying it failed/encountered an error but seemed to work overall. However, ever since then my CPU has been running exceeding high for processes involving video.

Mother Board Model: MS-16F2 (manufacturer Micro-Star International)
Processor: Intel Core i5-2430 CPU @ 2.40GHz (4 cpus)
Memory: 8192MB RAM
Page file: 3526MB used, 12810MB available
Video Card: NVIDIA GeForce GTX 570M (Latest WHQL drivers)
DirectX 11
Nothing has been over clocked now or in the past

Back story:
I had an old time friend come over the other day who works with computers. Apparently, he still thinks I am computer illiterate and unable to set my windows settings how I want them. The first thing he did was get on my computer and changed a bunch of options to what he seemed fit, despite my protests. After he left, I figured I'd get it all back by doing a simple system restore. I went to the system restore location and instead of seeing the usual calendar, I got a list which I don't recall. On the list, there was only 1 restore point, something I also found strange. Thankfully, it was a restore a few hours previous to my friend changing things so I selected it and left it do its thing.

Problem:
Upon the completion of the system restore, it gave me some error/failure and a code which I did not save . My original windows visual settings had been restored, so I figured it had completed successfully enough and checking my other settings (start-up and such) had all reverted to how I had them previously. I loaded up one of my games and I noticed it was having huge FPS lag/freezing. I opened up the task manager and it showed a CPU usage of 69-75%. After about 10-20 mins, the game finally froze up completely and crashed.

I started playing around with different programs to see what CPU usage they ran out. Simple clients to games (Glyph/League) with small amount of animations ran stuck at 25% CPU. Minimizing the program would restore it to the usual 0-2% CPU. Opening fire fox would give 25% CPU and go down to 4-6 after page loaded. Clicking on a new page/video would give 15-25% again for a few seconds. Games run extremely high at 50-75% compared to their previous of 20-35%. Minimizing the game will restore it to usual CPU usage percents. Games also have a tenancy of locking up/crashing.

Tests/Solutions:
I looked into undoing the system restore but it had deleted the undo and previous restore point leaving me with absolutely none. I then tried the various tests and updates/installations in an attempt to fix the problem. These include the following:

Error-Checking on Hard drive -- Clean
sfc /scannow -- Clean
Attempt to find the System Restore Error -- Did not show up in "Computer's reliability and Problem History"
Reinstalled Java/Flash
Updated Graphics card drivers
Windows Updates

Conclusion:
I feel like my CPU is doing more work than needed and not transferring the video aspect to my graphics card, although I have no way of proving this. I am at a lost of what kind of processor checks I could run (I have always felt my processor has had problems, but only tests I have found have been computation type) or if there are any other tests/solutions I could try. I am leaning towards doing a full reformat but that takes a lot of work. Any help/ideas would be greatly appreciated! :)

On a side note, this is the first time in my 15 years of using windows that a system restore failed
