Did you start the command prompt with "Run as administrator" ?
Can you post a screen print of what you see ?

I can't read Italian, so i can't read the energy report
Run a System File Check to see if you have any issues:
SFC /SCANNOW Command - System File Checker
It may take a while, but if there are issues, you want them fixed.
Also, you're not running out of free space on your [C] drive, right ?
If there are no issues it will display that in the CMD window.
The tutorial has screen print examples.
You could try a clean startup to see if there are any conflicts.
Troubleshoot Application Conflicts by Performing a Clean Startup
