Windows Experience 1.0 after NEW video card.

I was sitting at 5.6 so I installed a new video card because I was having problems with BSOD and the integrated Nvidia card.

I installed a Radeon HD 4650 and the WEI won't even finish, it errors out and says it can't be completed. It errors out, and the first time it actually rated it gave the graphics a 1.0?

    ALL drivers are current.

Not that the WEI bothers me because I know it's a load of crap but when something isn't right, you know you can't leave it alone until it's fixed.

    No problems otherwise.

    Any idears?

I had this problem too when I first installed Windows 7. My card originally tested a 7.1 (Sapphire Toxic 3870HD) just after installation. Microsoft update told me there was an updated driver, so I let it update the driver, after installation, I got a 1.0 score when I ran the test again and Aero shut off. I downloaded the latest Catalyst drivers from ATI, and that seemed to fix the problem, tested again 7.1 and Aero is working fine.
