Several Processes Delaying Logon

I have a problem with slow startup; specifically, logon.

Boots quick, sits at Welcome screen for about 30 seconds (on an SSD), everything after that is also quick.

Event Viewer shows:

1.4s delay

This application took longer than usual to start up, resulting in a performance degradation in the system startup process:

0.5s delay

11.7s delay

Application of user policy caused a slow down in the system start up process:
Name : PreShellInit
Total Time : 11739ms
Degradation Time : 11219ms
Incident Time (UTC) : ‎2015‎-‎04-‎16T22:42:38.578000200Z

Please keep in mind, all Group Policies have been reset (Local Group Policy - Reset to Default).

All unnecessary startup items have been disabled from Msconfig and Autoruns.

However, none of this explained the 30~40 second delay. So I installed Performance Toolkit and ran a boot trace. As you can see there is a whopping huge block of ABSOLUTELY NOTHING going on for almost 30 seconds during logon.

In summary:

2s delay before WinHttpAutoProxySvc starts

24s delay before PcaSvc starts

5s delay before Appinfo, AeLookupSvc & WSearch starts

Can someone tell me why are these things sitting around twiddling their thumbs, generally being stupid, delaying my startup and how to make them stop doing that please? Thank you.

Tried Safe mode? Your previous posts indicate several boot problems so I'm wondering if it's perhaps a general problem or only with a normal boot. You could also try with a new account to see if that's any different.

I had a similar problem once and it wasn't easy figuring out but in my case it turned out to be the desktop theme. Changing theme wasn't enough, I had to run a troubleshooter as well: Find and fix problems with transparency and other visual effects
%systemroot%\system32\msdt.exe -id AeroDiagnostic

Safe mode uses everything in very basic mode and with minimal load of programs/drivers, so try that if you haven't already. Plus a new account.

Windows 7 Ultimate x64

I came across this other person who created another standard account, logged into that, restarted, and that fixed the issue. Didn't work for me.

Found out it was Teamviewer and Office Software Protection Service slowing things down. Set the first one to Manual and second one to Delayed Start fixed it. Everything's zippy again. I will try your troubleshooter to see if it makes things even better but as of now I have no complaints.
