Help Me Solve Issue Failed To Connect To A Windows Service
Hello. One of my laptops is malfunctioning.

It is a HP G62 AMD ATI Approx. 300GB HDD
Windows 7 Home Premium.

SUMMARY:
I am very careful with laptops. I have monitored the temperature and I do not let it over heat. I have them sitting on top of milk crates and I pay attention to the HDD (in Celsius) and if it gets to 40 then I will either put it on sleep mode or Hibernate or I have a fan blowing on it.
ERRORS:
But the laptop has malfunctioned. I could not get it to wake up so I powered it off by force. Later, it said Windows Could Not Start. I ran the Startup Recovery and it found the issue. Some thing to do with a corrupt update patch and it wanted to use System Restore.
Now, it boots into Windows but it takes up to 5 minutes for it to load. There is a error that says
FAILED TO CONNECT TO A WINDOWS SERVICE
Windows could not connect to the System Event Notification Service service. [sic] This problem prevents standard users from logging on to the system.
As an administrative user, you can review the System Event Log for details about why the service didn't respond
I am an administrative user. But the System Event Log is malfunctioning.
The INTERNET Is Not Functioning At All. Wireless Network And Ethernet And Also A USB WiFi Adapter do not work. The WIRELESS KEY (F12) has a BLUE light.
ATTEMPTS TO FIX ERRORS:
I ran Check Disk chkdsk /r but I do not know the results from it because I fell asleep.
I have run the System File Checker twice. The first time it said there are corrupt files but they have now been repaired. And then I restarted and ran it again and it said there are not issues.
I also ran TWEAKING.COM - Windows Repair (All in One) and it fixed a few errors.
MORE ERRORS:
The errors were services that were not started from SERVICES.MSC but some of them are now working. Some still are not.
BASE FILTERING ENGINE is STARTED.
TCP/IP NetBIOS Helper is STARTING.
WINDOWS FIREWALL is STOPPED.
EVENT VIEWER The Event Viewer says:
EVENT VIEWER X Event Log service is unavailable. Verify that the service is running.
WHAT TO DO NEXT:
Believing the issue to be a corrupted Windows Update, I am uninstalling every one of them. I am also going to uninstall all the software. If that does not work, then I probably have no other choice but to move the files onto external storage, and then reinstall Windows 7.
I have searched many times for a solution. Now I am asking for help one step at a time. Thanks.
