HELP!! Windows 7 won't start, reboots on startup

I can't get in to my Win 7. The problem is that on the startup it reboots by itselft when the Windows logo load, the problem also called as Startup loop. I have trird every possible way in the internet (forums, communities, blogs, websites...)
I can access my account with safe mode and in CMD, commands like DIR doesn't work,. When I tried with Startup Repair it said that it couldn't fix the problem by itself. I dont exactly remember how the details were but I remember that StartupRepairOffline, AutoFailOver and NoRootCause was there. Here is a kind of my problem that I copied from a thread

Windows 7 ultimate x64

Hi Noel2000 I had the same problem a short time after I installed Win7 Prof on my old PC(18 months total) and it was to do with the Power setup in BIOS some of the settings to do with API windows did not like. I disabled them one by one till I found it. except of course the first setting. power on by S1.
It could be you problem too its worth checking out. If you need more info please let me know
