Windows 7: Computer constantly crashing on startup, even on safe mode

I cannot get into the computer. It crashes every time I start it up, even on safe mode. That is my main issue. I need my password to get into the 'advanced options for system recovery and support', but if I don't need to access that to fix the crashing issue I can go without my password.

Well it took 22 post to get that information out of you.

My understanding is you have 2 accounts and one being admin.

You can't get into your admin. account because you don't know the password. You can't remove the program because you can't get into the admin account without a password.

Is this correct?

Sorry I should've specified further: I am not able to get into my computer, it crashes as soon as I boot it up even on safe mode, and this is why I can't uninstall Fallout. I am not even positive it is the cause, but it definitely makes sense since it crashed, I restarted my computer, and it wouldn't boot up. I need the admin account's password so I can get into the advanced options because I figure it'll be the best way to troubleshoot.

you are posting in riddles. You went from can't remove a game to BSOD and then to no password, next don't need a password and finally can't boot need a password.

Try this:
Go into BIOS and load defaults.
Go into F8 menu and try "Last Known Good Configuration".

Computer Crashing Constantly
I am doing simple tasks and my computer keeps crashing constantly. I had to restart explorer and it stopped responding when I right-clicked on it. The HDD is only 4% fragmented and it is so slow the HDD would be 65% fragmented.
