CHKDSK is going slow, but not because it's checking files

Several people is having problems because CHKDSK is slowly checking file by file and possibly hangs in the middle of the scanning, but this is not the problem.
I was in the house of a friend (hence I do not have complete access to the computer) and I saw it was at CHKDSK, however for some reason it is "drawing" the "X percent (Y of Z files)" thing.
What I mean with that, it's like the computer can't render the text instantly, so it transitions the text by making it appear pixel by pixel until the line is complete, then the line vanishes and it reappears with a new file checked.

What I mean by the transitioning is this:

Again, it's like the computer is unable to instantly render the text, quickly showing the actual progress. In fact, the computer might have done some good progress but because of how the text is appearing, we can't know.

Is this normal? What's the cause?
By the way, I highly doubt his HDD is just starting to die, it was working just fine.

It would still be a good idea to test the hard drive.

Check the hard drive with the manufacturer's diagnostic tools.

    I will tell him. Thanks!

But do you know what might be happening that the text is appearing slowly?

Sounds like something is running that is using all the system resources or there is a hardware error. Because of the chkdsk problem that sort of points toward the hard disk.
