Should stopped services on laptop be running

I was told by an online it help person that many services are not running on my laptop and this is the reason adobe photoshop cs6 has a hard time opening. It flashes from one monitor to the next for about 10 seconds until it finally opens. Anyway, I wanted to share the services info here to see if any of these stopped services should be running. Please take a look at the attachment and let me know what you think.
    thanks

Here is a tutorial by Brink that shows the default services settings.

Services - Restore Default Services in Windows 7

Have you registered your cs6 with Adobe?
I know of no reason why Photoshop cs6 should not work with default service settings.

Be very, very, very careful using Blackvipers.

It has caused many people to have many problems.

I only sent him there for info, most of the problems you talked about is because people decided to use the bare-bones set.

I was more concerned about who stopped the services.

As he has said not him, this sounds more like the results of an optimiser program, and the amount of them points me in the direction of a gamers one.

    are/have you run one logan.

That screenshot was from System config, could you do one from
    Controlpanel>Admintools>services
