WINSXS folder is huge, Disk Cleanup is not fixing it

My Winsxs folder is so large that is is tapping at my last bit of storage left on my SDD. I google'd and searched and all I can find is to run Disk Cleanup, because Winsxs stores update files and Disk Cleanup with the Windows Update box checked should solve the problem. Well it doesn't, and it only shows 34mb in that Cleanup file, when in fact the Winsxs folder is about 20GB. I did not use to have this issue at all, so something has occurred recently to cause this. Does anyone know what is going on and what I can do to fix this? I sure hope a reinstall of Windows is not in order. It irks me so much that I really just want to delete the damn folder but know that's probably not a smart play. Thanks for the help.

Tamper with WinSxS only if you wish to crash the system

It is supposed to be large.

Run WizTree free (portable) to scan C and see what actually takes up space. (Other than WinSxS)
Also, what is the size of your C?
