Make sure Plug and Play OS is set to yes in the bios, if such a setting exists.

Hi, try this go into MSconfig again, and untick all the boxes, and click apply and reboot and see if anything changes, let us know.
Did you upgrade? if not, then try using a registry cleaner like Ccleaner or advanced system care, which are really good. Then try a disk defrag using Auslogic Disk Defragmenter.
