This is caused by the Windows 10 fast startup which is a hibernation like function. This leaves the hard drives in a state that Windows 7 does not understand and it determines a CHKDSK is required to fix it.

Disable fast startup in Windows 10 and you will no longer be required to run CHKDSK.
