How do you find bottle necks in windows?
I dont think i have any bottlenecks in windows but then again i dont know how to determine if i do or not, so how can i find out if i have bottlenecks and how can i fix this if i have any?

What do you mean exactly by "bottleneck"?
Anything in windows that has a negative impact on performance
You'll have to be a bit more specific to get a reasonable response
It could be zillions of causes, and you must take into account the symptoms the computer has before getting any conclusion.
But if I'm going to make a blind shot, here are some possible causes, in no particular order:
Many processes started
Programs doing intensive CPU work
Programs doing intensive disk reading/writing
Low memory in relation to workload
Low free disk space available
Viruses and malware in general
Slow hardware, not in line with the installed software
Broken or defective hardware
Overheating and thermal throttle
Poor configuration
And the list goes on, there are many more possible causes that I don't recall right now, but without more context that's the best I can do
not in line with the installed software how would that be figured out and solved? And tiworker in my processes is causing a high cpu load but thats on my windows 10 system
