How do I get recovery console to recognize operating system?

I have 64 bit windows 7 and it won't boot. When I start from repair disk the recovery console doesn't recognize the operating system. When I run Startup Repair it tells me it can't automatically fix because there is no OS. I believe I have the correct partition selected and I'm not sure what to do next. Any ideas?

In the box for system recovery options the box is empty that has operating system, partition size and location. I have ran startup repair several times, but it tells me that it can't repair because no OS is found. I have used the command prompt to rebuild the BCD and when I restart it is still blank. If I try to boot from the hard drive I get this error "file: \boot\bcd status: 0xc0000098 info: the windows boot configuration data file does not contain a valid os entry." I'm not sure where to go from here.
