i think the best way to make what you have better/faster is to first increase your budget, and then buy respectable hardware

No, it wouldn't hurt.
But.................
You have a weak processor by most standards and that is the predominant reason you aren't satisfied.
If you do upgrade to 2 GB RAM, keep your expectations low about the amount of improvement you will see.
You might ultimately be better off just living with the current situation until you can buy a better machine, particularly if money is tight. You likely won't be able to re-use the new RAM you buy now in the new machine.
I ran Win 7 Pro on my netbook with 1.5GB of RAM for about 5 years and used it while traveling in my RV. Worked great. Later, I installed Win 8.1 on it and then Win 10. I felt it ran better with all those OSes than it did with XP that it came with.
The only other thing besides RAM that the OP can do to increase perfromance of his netbook would be to replace the hdd with an ssd but the cost of the ssd would be close to what the netbook is worth and that money might better be utilized by saving it and putting it toward a better computer.
The problem with a RAM upgrade is that it uses DDR2 modules which are more expensive than the more modern DDR3. DDR2 and DDR3 modules are not interchangeable. I would question the wisdom of upgrading this computer.
The SSD would be best as even if it was only used for a year it could be then re-used in another system, where it would be difficult to re-use the RAM
