SFC /SCANNOW crashes with sqmapi.dll error message

when I run sfc /scannow the following window pops up:

    sfc.exe - Bad Image
C:\Windows\system32\sqmapi.dll is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.
    [OK]
When I click "OK" the window closes and sfc begins, but aborts at around 25% with the message:
Windows Resource Protection could not perform the requested operation.
    Any suggestions?

NOTE: this may be related to another problem which caused internet access to fail (Network & Sharing center said "No Network Available"), and prevented the Diagnostics Policy and Firewall services from running. Those problems were resolved by running the following instructions in a command window
    net localgroup administrators localservice /add
    net localgroup administrators networkservice /add
and running MajorGeeks' Windows Repair Tool.

All malware scans are clean (MS Security Essentials, Malwarebytes, Adwcleaner), the Firewall is on, and everything appears to be working fine, but SFC won't run, and that concerns me.

No, it's a Windows system file, which is why he is trying to repair it using SFC.

Kyle Knapp : try running SFC again another 3 times, one after the other disregarding any error messages. Does it eventually run through all the way?

Ok I stand corrected I just came up with all sorts of software to correct it and the spellings of the dll were different too.
