Misterious black strip over signing off screen

I've been having horrible days since I built my new pc, all of its components are brand new from amazon, but odds things happen, like this:

It's a perfect Windows installation, from a perfect ISO with a perfectly genuine Windows key but that black strip appears only when signing off or restarting or shutting down.

Also, my usb wireless adapter is constantly dropping connection (no matter what USB port I use) although usb keyboard and usb mouse work fine, and this wifi adapter was working fine in my previous PC too.

I installed and reinstalled Windows 7 three times already, including motherboard drivers, and behaviour is the same. What is that black stripe? Do you think my PC is badly assembled?

i5 6600 / ssd samsung evo 250gb / asus h170 gaming pro motherboard / cougar solution II case / samsung monitor (working perfectly well) / cooler master 500w power supply

    THANKS

I would open the case and recheck all your connections including reseating the CPU and memory. Also make sure your video cable is connected securely to the display and computer.

inside it looks ok. But when I touch the case it gives me mild electricity shocks. Do you think that has to do with it working like crap?

Did you use stand-offs to make sure the back of the motherboard isn't touching the case? Are all of the stand-offs in the correct location?

that sounds like a wire touching the case, recheck everything.

I'm a rookie when it comes to hardware, so I paid some "expert" 15 bucks to do it "well".

Your question got me thinking if this guy was really an expert... Can't really answer that, I'll investigate and check.

    Thanks

Be sure to turn off the power & unplug it from the wall, before doing any dismantling on your computer.
