'Restart' better than turn off and turn back on?

If I turn the laptop off and back on again, like next morning etc the dongle doesn't connect to the internet, but if i then restart it, the dongle connects.

Why is this? anything else I can do?

I have the same problem if I start things too quickly.

I use Telstra as my IP & they supply a wireless broadband modem, that is powered by the USB. When I turn the power on at my UPS, I have to wait until the modem shows the Telstra logo & then I start the computer & it connects to the internet correctly.

If I start the computer too quickly after the modem gets power, then it will not connect properly.
