It looks like your HP Mini's specs are on the low end for Windows 7 needs. If your machine just recently started to act sluggish I'd run a full system scan with your anti-virus of choice. Since no AV product will be 100% effective 100% of the time, you could supplement with on demand scans using free products like Malwarebytes or SuperAntispyware.

This tutorial provides several suggestions on how to optimize and speed up Windows 7. Not every suggestion will apply to you. But I'd highly recommend defragging (#13) and disk cleanup (#21). You could certainly go through the other suggestions and see if any apply to you.

Optimize Windows 7

CAUTION: Before proceeding I recommend creating a new restore point at a minimum, or even better a system image. If something catastrophic happens (unlikely) you'd have a way to return your computer to its current condition. You could also visit the HP Support website and make sure you have the latest HP recommended drivers/software.
