Programs freeze one after another & svchost.exe 2GB+ mem usage

I am having an issue on my Dell Optiplex 780, at times, a program will freeze, everything else normal. I force close the frozen program by hammering the x in the corner. Now the window or program that becomes on top freezes as well, same force close. This continues until all open programs and windows are forced closed due to freezing. If I right click the task bar and select 'task manager', it takes forever to open. Everything looks normal, except when I 'View processes from all users" where I see a Svchost.exe user 'SYSTEM' using more than 2 GB of memory. I cannot close it "access is denied". It just sits there eating up more than half my RAM. The only thing Google had to say was a hotfix from Microsoft. but I have had the hotfix for ages. If I attempt to download and install it, Windows says that it is already installed. I left feedback to Microsoft saying that the article is not helpful because it (obviously) didn't fix the issue.

Anybody know what is going on and how to fix this?

Hello Sylveon mate you didn't mention it so firstly have you tried doing these
SFC /SCANNOW Command - System File Checker
Disk Check < if necessary include the /f and /r in the command line as per Option2
Run these in safe mode and the sfc often best run for two to three runs

    Hi,
    Yep pretty popular issue
Usually because the windows update system is stuck
First thing to do is set your update settings to Never check for updates and restart the machine.
After starting back up see if these updates are installed and if not install them manually
    Main download page KB3161664
    https://technet.microsoft.com/library/security/MS16-073

    Win 7 32 bit
    https://www.microsoft.com/en-us/down....aspx?id=52823
    Win 7 64 bit
    https://www.microsoft.com/en-us/down....aspx?id=52794
    Main download page for KB3161608

    https://support.microsoft.com/en-us/kb/3161608

    Win-7 32bit
    https://www.microsoft.com/en-us/down....aspx?id=52976
    Win-7 64bit
    https://www.microsoft.com/en-us/down....aspx?id=52974

After the above set your update setting back to what ever they were before and the search should start again if not manually check for updates.
