High latency (drivers, system) on my laptop.

First of all is it possible to have perfect latency on 7 years old Toshiba Satellite L505-110 laptop?

I have fibre connection to internet and storport.sys often has delay.

My bios version is 1.70 , the latest one is 2.10 but i cant update becouse my battery is broken.

Here is what test shows me. Please make my laptop great again !

    System specs :

    Windows 7 x64 HP
    ATI Mobility Radeon HD 4530/4570
    Intel Core Duo T6600 (2.2Ghz)
8GB Ram DDR3 (it was upgrade over 4gb should work well with motherboard)

Do you actually have any problems with the computer?
If yes how long have you had them?
I usually reinstall my computer every five years just to get rid of accumulated garbage. Takes me about a week but it's so worth it! Just make sure you have all the latest drivers for everything and the newest versions for all software as well as all the serials/licenses. The most painful part is installing the windows updates since I don't do it automatically...

You can upgrade your BIOS without a good battery. The problem is that if the power fails during the update you can brick your computer.
I agree with Cyanna. After a clean install with all updates and before installing the programs I make a disk image.
Every two years I restore the image and reinstall the programs. You can't imagine the benefits of a clean install.

In other words, what we are suggesting you is:
    - Make a backup of your data.
    - Launch the Factory Recover. (It will format your disk and reinstall Windows as it came from Toshiba)
    - For the updates: MS releases SP2 for Windows 7

I will also suggest to replace your HDD by a SSD. You have no idea what a SSD can do for your computer. Boots in seconds and open programs at a blink of an eye . I have one of this:
PNY CS1311 2.5" 480GB SATA III TLC Internal Solid State Drive (SSD) SSD7CS1311-480-RB - Newegg.com
    So far so good.
Buy a USB3 case to put the HDD to use as a backup.

If you don't use all that Toshiba programs (that are old), do a clean install.
Download a Win 7 ISO from M$ Microsoft Windows and Office ISO Download Tool
Download the tool, run it and under Win 7, choose Win 7 HP OEM.
Burn a DVD or install it on a USB Flash disk with Rufus - Create bootable USB drives the easy way
Do a Clean install Clean Install Windows 7
Use the COA key to activate.
For the updates MS releases SP2 for Windows 7
