Very slow performance in Windows Virtual PC


I am trying to set up Win7 32bit with Windows Virtual PC on Win 7 64bit machine toward multiple users.
I set up a template pc and created a template vhd from there.
Since the size of VHD was almost 45GB, I did compact vdisk through DISKPART, and it made VHD size to 15GB.
I copied this vhd to few other test computers and created a new virtual machine from existing vhd, assigned 3GB RAM.

It's all Lenovo laptop with 8 or 12GB RAM.
Once I created a Virtual Machine, the only thing I do is change the PC name and join the domain.
But I found the very slow performance on some laptops while other laptops are fine.
It just has a very slow response - If I click something, it reacts a minute later.
Even starting VM is super slow - almost take 3-5 min.
And Integration features are not being able to be enabled randomly when it starts.

Since there are other laptops which work fine, I don't think it's a VHD or image issue.
But at the same time, it's hard to guess it should be a laptop issue, we only testing toward 2 model.
It doesn't significantly happen by the model, just happens on a random computer whether it has 8 GB or 12 GB RAM.

CPU/Memory utilization doesn't hit the pick on both Host/Guest OS. It keeps 70-80% all the time.
I tried to search google and found some forums with advice, tried to disable AERO, change performance settings, but didn't show that much difference...

Please advise any idea you have, it would be really appreciated.
