How to disable mscorsvw.exe/.NET RunTime Optimization Service?

Recently just pushed down some updates on this computer and noticed this new process lurking around. I know it's safe but it's making my browser stutter when i open it. how does one permanently disable this thing? As i don't use programs written in .net framework most of my time on this computer
