Can't fix "protocol does not have registered program" error

Not sure if this is the right thread. Apologies if not.

I am trying to use the jump list but I keep getting the protocol registered program error when I try to pin url shortcuts. This happens with different browsers - Slimjet, Opera, Chrome. I have changed the default browser several times, also tried Set Program Access. I even went into the Registry and changed it there. HTM and HTML are definitely pointing to the right browser and all settings appear correct, but I keep getting the error. Can anyone help with this?
