Memory Stopped processes, Programmed Timeouts?

I notice a lot of Task manager memory processes are simply stopped. This can hog up a lot of memory if applications are not properly housekeeping.

Is there a way, or an app that can set preferences in Win 7 to force a time out of stopped processes?. (log jamb clearing, Ah)

How I would envisage this system to work is that an app may call a library, and simply keep it there as this saves process time. Now the system would set a timer at call time, and it would override any infinite loop logic the library uses to keep it in memory. The program then decides to use it but is no longer there, and is forced to make an additional call. The additional call time in processing would be the trade off for the advantage of having added memory allocation available to all memory resident programs.

I was hoping a product would be available out there. I could write one myself and use DOS commands or Win API's programming to simply write a looped program that clocks all processes. Timeout examples would all be in human times and not microseconds, say 5 seconds for example.

tracert timeouts on USB modem
I am using a USB modem in 32-bit Win7. It works fine for browsing etc, ping, nslookup. But tracert reports a timeout for everything but the final hop. It makes no difference if I turn off Windows Firewall. If I put the modem in a router connected to the PC, then tracert from the PC works fine....
