Even if your and your wife's laptops were identical models, there could still be performance differences due to a myriad of reasons such as one or the other could have a virus or malware, different windows settings, different background processes running and more.

If you want help to figure out why your wife's is slower, then we would need more information. The first things we would need is to know the specs of each laptop (Dell Model #, cpu, speed, how much RAM, etc...).

Even same age, some hardware are slower then other. Memory, CPU etc may be the reason.
Also some computers came with win 7 64 bits with less than 4 G of memory.
    So the basic rule is:
    2 G to 4 G of memory - Win 7 32 bits
    more than 4 G - Win 7 64 bits
I have seen computers with 2 G of memory and Win 7 64 that ran much faster when it was replaced with Win 7 32 bits.

Over the years you install and uninstall programs. Most of them leave behind a lot of trash all over.
My suggestion is to do a Factory recover on your wife's laptop.

    - Backup all your data on an external disk
    - Launch Factory Recover (from BIOS or from running windows). It will format the C: drive and replace with a disk image. At the end, the computer will be as it came from Dell.
    - Install the updates. Use the offline updates and install the security only updates. MS releases SP2 for Windows 7 - Windows 7 Help Forums
    - Restore the data from the backup.

2GB of RAM is not enough RAM for Windows 7 64-bits. If you could increase her RAM to at least 4 GB, her computer would run a lot better. The more RAM she has, the better her computer will run, so if you can go up to 8 GB of RAM, that would be even better.

There is another thing you could try: There may be a misbehaving program loading when she logs into Windows, slowing everything down. Here is something I posted which tells how to see if this is the case, and how to fix it:

Win 7.1 HPremium takes 20 minutes to boot! Is this an indexing issue?

How many RAM sticks you have, (1+1) or (2+0)?

You should install more RAM to have ideal (4+4) or (2+4) or (2+2)
    Two options:
    - With (2+2) make a clean Win 7 32bits install. Use the COA key on the sticker (look under the laptop and under the battery).
    - With (4+4) or (2+4) do a Factory Recover.
