Open a CMD window and type
    sfc /scannow
    Reboot
If it found any issue, run it again + 2 times, rebooting after each.

    What brand is your HDD?
    No issues found.

As Check Disk and System file Check didn't find any logical errors, run Seagate tool to see if there is any hardware problem
    Download https://www.seagate.com/support/down...ls-win-master/
    Run it on the drive.

Try running a boot log of your startup using procmon. You may be able to find the task that is taking much longer than it should

    To post a picture:
    - With the snipping tool take a snapshot and save on the computer
    - Click on the paper clip - Browse to the file - upload

Please do the do the SMART test.

If you boot on safe mode, does it take almost the same time?

This now has become interesting, my NORMAL Boot Time (before I can start using the computer w/o "lag" time ) is now 7+ minutes. When I Boot in Safe Mode, it's about 95 seconds (1 1/2 minutes). WOW!!
