As Check Disk and System file Check didn't find any logical errors, run Seagate tool to see if there is any hardware problem

Run it on the drive.
Try running a boot log of your startup using procmon. You may be able to find the task that is taking much longer than it should

- Click on the paper clip - Browse to the file - upload
Please do the do the SMART test.
If you boot on safe mode, does it take almost the same time?
