How to keep a resized window.

I have a problem with a program window that I require size, and it be rembered by Windows 10. Every time that I proceed in doing so, Windows 10 appears to fail in remembering and at next opening does with a full window size. In Windows 7, I remember that it took note of the window size saved and opened at this size. Does this not apply with Windows 10? and can anyone help with this. Thank you.

Windows 7 resized c: partition. Powers up and that's it.
I resized my c: and d: drives to allocate more space to the c: drive. When it finished and rebooted I was unable to use most of my programs. They would open only after giving me various error msg's.
