Missing authui.dlls in system32 & syswow64 - don't know why

I am running Windows 7 64 bit professional - SP1 + all current updates to March 2019. In the process of considering modifying my logon font color, I read several forum messages regarding the use of Resource Hacker to modify the authui.dll files in system32 and syswow64. When I went to copy them to my desktop I discovered that they are not in either of those folders. Is this a problem? Do I need to download the authui.dll zip file that Danny made available and install them to the appropriate folder, or do I leave well enough alone and back off?

Installed App is in SysWOW64, but Registry shows System32
I have no idea what to make of this: I just installed Adobe Shockwave 11, and then went into Revo Uninstaller to find the app's uninstaller location, and thus the location of the install... and it showed System32. I went to the relevant Registry entries and they all said the same: System32....

Large System32 and SysWOW64 Folders (>15GB ea.)
I hope I am in the correct section of the forum (I am going under the Maintenance part). I have recently noticed that my system drive does not have as much free space as it should. I installed Folder Size and found that my Windows folder was 54GB. Further digging showed that System32 and SysWOW64...
