I may be wrong but my undestand is that Control is just a way to set the fan speed as a percentage instead of rpm.

Right, a percentage, but on first run it showed 50% while my other tools showed 1010rpm. Popping the % way up, the other tools show a corresponding increase in RPM.

Fan speed changes when temperatures rises up.

Did you looked at your heat sink with a flash light to see if it is clogged with dust?

For me, fan speed never would rise as temp rose, that's why it would overheat, until I manually increased the fan speed with this Open Hardware Monitor, then the temp doesn't rise.

My tech has visited twice checking the fans and using the compressed air can on everything, but next visit I'll ask him to check the dust on the heat sink, just in case.

I would say that your CPU fan settings on BIOS is set to quiet or even worst, the Fan socket is not placed on the MB CPU fan socket.
