This is actually a FEATURE of Windows 10, not a bug.
Old versions of Windows used to bundle a whole bunch of these services into a single CPU process. That approach saved memory and CPU cycles, but it meant that if any one of those processes crashed, the entire process tree would have to be shut down and restarted.
Windows 10 can still bundle these services if necessary, but on machines with enough RAM and CPU power it separates each service into its own unique process. This method takes more CPU cycles and RAM, but it means that if one service crashes, that lone service can be restarted without interrupting the whole machine.
