0x80070422 error updating Win7 Windows Defender

Anyone know of a solution? Services.msc shows everything is Started. It looks like it should work but doesn't. I just did a reinstall of Win7 64bit and its updated fine with Windows Update except for 4 items:

2019-09 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4516065)

    2020-01 Security and Quality Rollup for .NET Framework 3.5.1, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 7 and Server 2008 R2 for x64 (KB4535102)

    2019-07 Update for Windows 7 for x64-based Systems (KB4493132)

2019-09 Preview of Monthly Quality Rollup for Windows 7 for x64-based Systems (KB4516048)

Of course I've tried downloading them individually but no luck. I just tried again for all 4 and got a 80092004 error: "Windows Update encountered an unknown error." Of course it is utterly clueless as to the cause.

The OS seems to be running just fine though. Windows Defender seems to scan just fine. Of course it has never found a single problem which makes me really wonder just what the point of it is. Hard to believe I haven't collected anything bad in years of internet exposure. Should I just disable it and use a real anti-virus?

How do I get it if it doesn't come up as needed when I scan for updates?

I prefer the absence of Windefender and updates which are no longer needed, even the extended support just kills RDT which was useless. Better performance can be achieved with startup monitors with protection against new next boot executables. I use two low maintenance , low overhead ones.
