Winsxs folder? Can or should I delete?
This folder is taking up a lot of room and I am wondering if it is safe to delete the contents of it - winsxs?

Absolutely not! That is your Windows Component Store and deleting it will break Windows.
You can however reduce its size by cleaning it up.
Windows Updates - Remove Outdated Updates in Windows 7
Also the size shown for the Component Store is confusing, a lot of entries displayed are systemic links and report the size of the linked file, and are actually just a few bytes in reality
There is a function in dism++ which does it. It uses the win10 cbs engine and seems to be somewhat similar to the component store cleanup ( or whatever it is called in win10 )

I have used it with no ill effects but similar to the win10 thing you wont then be able to uninstall any previous updates.
after scan can optionally click on each item and see what has been found under the details pane
