Vista has Higher WEI than 7?

    Vista has Higher WEI than 7?


    While doing a repain on the Win7 drive from within Windows, I decided to take a look at Vista's WEI to see what the difference was.
    turns out it was BETTER.
    If I has the same score for the CPU, then my WEI on 7 would be 3.0 and not 2.2. but it's not.
    Can anybody guess why?

    Windows 7 uses different criteria than Vista.

cpu fan rpm slowly gets higher and higher

This has been happening for around 3 days. When I start the computer (desktop) up, the rpm is normal but it slowly starts to speed up.
