I'm not sure if this is concrete or not, but what you're talking about is not a leak. If you shut down IE8 and the ram did not drop, you'd have an issue. At least you have a scapegoat, and you can just merrily install Firefox or Chrome...
What I'm referring to is when the ram is being subverted with nothing to blame. For example, even in this last instance, when dskchk was obviously the cause of the problem, the usage did not drop. Even after I canceled the dskchk, the ram was still full, and I had to completely log off explorer to empty it. That's just lame mate.
