The problem originated with a fresh install of Windows 7 -- the case was still apparent with the stock drivers. Installing the logitech drivers made no difference.
*EDIT* I have turned off Windows AERO, and am noticing an immediate improvement with scrolling. I'll reply back in a day or two with an update. Let's hope this lasts - at least maybe we've narrowed the culprit down.

I had definitely thought about that. However, I certainly have no issues with the games I play. I have an EVGA GTX260. The lag just seems to be very mousewheel specific. If I manually scroll a page up and down using the sidebar (regardless of Aero), it's very smooth.
Still good on scrolling without the Aero turned on. But, I see what you mean - since Aero simply uses more graphics processing, it's possible that it isn't necessarily Aero that is the problem. I'll have to hop on some games tomorrow, and post an update.

Well, as far as I know, this issue is now resolved. Thank you guys so much for the prompt and helpful suggestions.
I ended up taking the damn thing apart and removing whatever gunk I could see near the mousewheel area. After cleaning it as much as I could, I put it back together, and the problem has now seemed to have vanished.
The timing of the glitch really made troubleshooting a nuisance, as it happened RIGHT when I upgraded to Windows 7. So, I automatically assumed Windows 7 was to blame. It wasn't until I moved the mouse to another computer that I discovered the same problem while scrolling up and down on a particular page.
For anyone that might be looking for a solution to this sort of problem, hopefully this post shall serve as your beacon of hope.

Go to Set point settings & untick smooth scrolling. DO the same on Firefox as well. Problem solved.
the OP stated the problem had extended to the rest of windows, not just the browsers.
then he reported back over three and a half years ago
that he had cleaned the mouse and the issue was resolved.

I just figured cause I was having this problem often enough & that Google searches kept bringing me back here that it was still relevant today
I know he said it was solved, but then I guess a simple solution was also need for people who happen to come here.
