The problem originated with a fresh install of Windows 7 -- the case was still apparent with the stock drivers. Installing the logitech drivers made no difference.
*EDIT* I have turned off Windows AERO, and am noticing an immediate improvement with scrolling. I'll reply back in a day or two with an update. Let's hope this lasts - at least maybe we've narrowed the culprit down.
