16028.61MB/s in a 00:00:13.15 sec test, on a non-OC i5 750 with 2x2Gb Transcend DDR3 1333MHz sticks. Quite good to my needs.

For the life of me, I couldn't find a manual with BIOS settings for your board.
There has to be to be a performance option/setting that is currently set for slower performance.
Because I was pulling 8mbs+ with 8GB of DDR2 @ 9xx mhz

TBH, that looks like it's running in dual channel.
Perhaps that particular board switches to dual channel with the fourth dimm occupied.
Some boards will still retain tri-channel with extra ram, whilst others will not.
Yea, I was pulling what I am now with this RAM when I had my 667MHz stuff at 750MHz. I've checked high and low in BIOS and messed with everything in the clock speeds area. I tried changing slots as well, so instead of using slot 1 and 3, tried 2 and 4 and still no go.

Nothing that is glaringly obvious there...
Is EPP 2.0 enabled or disabled? The RAM may not being playing nice with EPP 2.0 enabled (guessing here)
Slot 1 and 3 (2nd and fourth physical) are definitely the dimms to be in
