Downloading makes 7 really slow

Downloading a couple files simultaneously causes Windows 7 to be very slow and makes my audio latency spike. The audio latency will sometimes spike even while doing nothing.

1. A clean format install did not fix the problem.
2. Windows XP works just fine.
3. Happens on both x86 and x64 platforms.
4. I am using the latest network adapter driver. "Marvell Yukon 88E8056 PCI-E Gigabit Ethernet Controller for Windows 7 x64 11.23.3.3 on 1/8/10"
5. I'm running Kaspersky Internet Security 2010 9.0.0.736 and Malwarebytes' Anti Malware.
6. sfc /scannow found nothing.
7. The problem isn't just my computer, this also happens on my sister's laptop when downloading with my connection.

Try:

Uninstalling Anti Virus
Typing event viewer in search and look for errors
Take the memory diagnostic test (type that in search)
Go to device manger, make sure there are no yellow warning markers.
Make sure you have updated drivers and software
Go to task manger, make sure your memory is recognized and working properly.

I got money that says it's KAV causing it.

1. Uninstalled kaspersky, downloaded the MSE installer and noticed the same lag.
2. I do have some errors but I can't make sense of them and don't seem to relate to problem
3. Done that and also ran memtest86+, no errors
4. No yellow marks
5. Pretty sure everything is up to date

As MSE was downloading and installing updates, slowdown returned.

In addition download process explorer and see what is using the most RAM

Is it normal for "System Idle Process" to be in the 90s?

yes, system idle process is just that, its the amount of time your CPU is idle, so if its not using the CPU then it will be in the 90's (it will never hit 100 as it needs a small aount of CPU clocks to run windows)

System idle is suppose to be high.
