The computer was already pretty fast.... a dell studio xps 8100 with a core i5 and 6GB DDR3, boot time was limited only by the speed of the HDD and 90+ processes that were set to run at startup. ...so it was just a matter of reinstalling windows then disabling unnecessary services and reducing the number of processes running at startup to under 40. I did all the tweaking with the factory HDD installed then did a thorough disk cleanup after all the updates and drivers were installed so that I would only have to write an image to the SSD once.
The difference is almost entirely attributable to installing a SSD. The only changes I made after installing the SSD was disabling the WMP network sharing service, the defragmenter service, and using GPedit to turn off autoplay, balloon tips, and the QoS packet scheduler.. which have almost no bearing on boot time, but slow down windows in other ways. Restart time with the factory HDD image, which included McrApfee and about 9GB of pure bloat was somewhere around 2 minutes but I didn't think to take a screenshot

Not really.. not with that kind of hardware.
You're probably having issues with one (or several) of your drivers and/or startup programs ..if you haven't just bogged your system down by allowing everything you install to run at startup..
if you don't have more than 50 running processes at startup, type event viewer in the search bar on the start menu and click on the result then search for errors .. that's usually the quickest way to identify problems.
If it's a factory configured windows install with the typical bloat .. that would be your problem
