    Unfortunately you are right, my fully loaded (normal) startup time is 51 seconds.

    I wasn't smart enough to make a picture after I rebooted, but my W7 Home Premium restarted in 76 seconds.

    I just looked in my event logs for the last shutdown and this morning's startup time, added them together, and it came to 39.4s :)
