My system spec issue

OK, another issue I have come across. Im sorry for being so thick in others eyes. Im a Tech support advisor for Tesco and I only know the basics and a bit extra just to advise whats best for customers, Not fix or drastically alter their machines. Ill start this front the beginning:

The options in PCWORLD I had for my current laptop was this-

Black or Red
Intel Pentium 1.3Ghz
3GB DDR3
250GB HDD
£469.00

White
Pentium dual-core (2CPU's)
4GB DDR3
320GB HDD
£500

I didn't want the extra RAM or HDD space but I did want white and dual pentium so I pondered a bit about what to get. I was leaning more toward the white even though I didnt need the extra stuff. Then I saw Tesco got a new laptop in, Toshiba T130 13K, 3GB DDR3, 250GB HDD, White but said Dual Pentium for £469.00 so I thought, bargain, matches what I want for £469 so im getting an extra core for nothing.
Anyway, the WEI has just told me that I only have 1 core, im royaly *@'$"% off. dxdiag states this:
Genuine Intel(R) CPU U2700 @ 1.3Ghz, ~1.3Ghz
DirectX 11

What is the second 1.3Ghz thing about and why does WEI reckon I have DirectX 10 when Diag says it's 11? Which ones right? Is it single or dual core and is it 10 or 11?

Also is my computer absolute poo? Honestly? is single core useless at 1.3Ghz when average systems have dual 2.2's maxing at 4.4Ghz total when Im only maxing 1.3 total?

Balls. Yep, its a 13.3" so its designed to be portable and the Drivers DDI says 10 so it is DirectX 10?
Where do I find the HWinfo32 thing from?
Are processors easy to change and cheap to buy? I wanted a Core 2 Duo?

Not in a laptop unless you built it yourself - the portable in my specs is my work laptop, and is a perfect example of an ultraportable. A single core will make multitasking an issue, and that is compounded by the low clock speed. Yes, that's DirectX 10. Fill in your system specs too.

Oh crap, guess am stuck with it now then. My system has never been slow though, it has peaked at 100% a quite a few times but never slowed down and I read DDR3 was double the data rate of DDR2 equivalent, that right?

Well I only work weekends cus finding work in britain is slim cus of the current state the country's clueless leaders have gotten us in so I have to put up with whatever comes along for now. When I get a full time job I may do a custom build, probably a better option.
So my motherboard/setup wont accept a higher grade CPU?
