No, I do not see a reason for Windows 64-Bit is acting weird.
I've tried both Windows 7 32 and 64-Bit Editions on my Acer computer, both works without a hitch.
Have you updated the BIOS? Also, your computer only shows 3GB (out of 4GB) usable right?
You might want to try re-installing on 32-Bit, worst case scenario and cross fingers that works.
My computer does show 4GB usable now, that was the main reason I upgraded to 64 bit. I was thinking maybe the BIOS could be an issue but I don't have any experience updating the BIOS, how can I do that?

I seem to have resolved the slow startup problem, after installing the ATI drivers as Nemix suggested, I tried disconnecting the HDMI cable that I was using and switching to the VGA output. Since I have made that change, I have had no delays in booting up my system. It appears that the HDMI was causing the delay. One thing I have noticed is that with the HDMI cable connected, I would get a "Verifying DMI Pool" message when first booting up, I no longer receive that message with the VGA cable. I still have no sound though so any input on that subject would be greatly appreciated.
I have "No audio output device is found" After I install the realtek 2.42 drivers sometimes it recognizes my sound card but then I still only get static.
