Windows 7 is slow on AMD 9550 quadcore

i just installed Windows 7 Ultimate on my;
HP Notebook:

System Model HP Pavilion dv6 Notebook PC
System Type x64-based PC
Processor Intel(R) Core(TM)2 Duo CPU T6500 @ 2.10GHz, 2100 Mhz, 2 Cores
Installed Physical Memory (RAM) 4.00 GB
and my Desktop:
OS Name Microsoft Windows 7 Ultimate

The Notebook works like a charm. (love using windows 7)
My Desktop is not so smooth.
I have updated all of my drivers, I have Avast installed on both machines and have installed all windows updates.
Using the desktop, the main hick-up is the spinning wheel. if I try doing 2 tasks at once, it stops to think for several minutes at a time. (very slow sometimes).
I try task-manager and even that gives me the "not responding"
the CPU for system idle process is at 99, no other processes register much of anything.
Is this normal?
Internet explorer gives me alot of problems as well. I tried Chrome and Firefox and that was a disaster. ie-8 gives me the fastest results.
Is it the AMD processor?
