Hi, i'v installed win7 on my pc, but now i'v two problem, the first is that every time i turn on the PC, it loses the memory of the date and time that I set, and I find myself in 2005 with wrong time ....

the second is that even if i'm the administrator, for many actions, it tell me I should be the administrator to run, how can I change my privileges on my windows administrator side and in all folders, so that no longer appears the shield of windows in the action buttons and do not ask me to be the administrator?

    thanks

Either the bios time is set incorrect or the cmos battery is dead. Check your bios time and correct if required. If the problem persists, you'll need to change the battery.

For your permissions problem, you can edit permissions for individual files/ folders or entire drives or do it through the "Take Ownership" method. See these.
