It sounds like your installation is damaged for some reason, and i would suggest verifying the installation media before anything else.
What you say makes sense. Only, I didn't install Windows 7 on the notebook. It is a Gateway (ACER) brand notebook computer that came with Windows 7 pre-installed. If the installation media is screwed, that means that there are thousands (millions?) of notebooks with a screwed-up Windows installation. Possible, I guess.

It is not normal for Plug and Play service to be turned off. Device Manger gets the list of hardware from the Plug and Play service.

I should have known it wasn't that easy. There's no free way to do that, without registering and uploading your product key, which I assume would be on the bottom of the notebook somewhere, if I felt like sending it to Microsoft... (I don't) And before someone gets smart, this was a Gateway (ACER) brand notebook that came with Windows 7 pre-installed.

Oh, well that would explain why device manager was blank. In this case, plugplay wasn't turned off...it was just using 100% of the CPU. So apparently, plugplay couldn't be bothered to send any info. to device manager.

Which leads us back where we started. There was an apparent problem with a device driver, and plugplay disabled device manager so I couldn't check it out. Nice.

One thing you can try is to run the System File Checker - maybe it can fix damaged system files. The command is sfc /scannow in elevated Command Prompt.

if i just disable Kaspersky Internet Security 2010's Self-Defense and the cpu usage drops, and enable it again it runs for weeks without a problem ^^

Open Kaspersky Internet Security-->Settings-->Options-->unclick Self-Defense and apply and they click it again and apply ^^

Just registered with this site because I have the same prob with Device Manager as you have.I'm running the same system as you are and I am also using an Acer Laptop.Find the same result as you going to Microsoft for help.Can't make anything of Acer either.
When I google the prob it seems that many people have the problem.There are two solutions posted there but neither work for me.Neither does SFC.Seems only thing I am left with is reinstall.

I have as well an Acer machine and have similar problems with the PlugPlay service.
