Strange Clock Behavior

Just wondering if anyone here has seen this kind of clock behavior before? I am sure I would have a better chance at a stable overclock to improve the WEI CPU score if I could get the clocks to settle down a bit.

I wanted a better graphics card in anticipation of Dirt 3. Didn't want anything that ran too hot or noisy as I want a balance between gaming and HTPC.

That would be an Intel X25-M 160GB. Still window shopping though.
