They're all ATI's, no matter what manufacturer actually produces the card, be it XFX, Asus, or HIS. You can't buy an "ATI" 5770 because ATI doesn't actually make video cards (for sale), they design them and then send the technical specs to manufacturers.

Is PC Power & Cooling a good PSU? lol, yes, they've been known to toss out a fairly decent psu every now and then, much like Ferrari tosses out a decent looking car every now and then. This one has 62.4 amps on the +12 volt rail, and it comes with a 5 year warranty. It will last you a very long time.

There were others mentioned, but these are all close to your budget... some a bit more than you planned on, but I included them anyway. Others, like the GTX 470, 480 and the HD 5970 are way outside the budget.
